Precautions that should be taken by Citizens

  • Absolutely no fire and barbecue should be lit in forest areas and areas close to forest borders
  • No picnics in forests, except in authorized picnic areas 
  • Garbage, plastic, glass bottles and glass fragments should not be thrown into the forest
  • Smoking should not be allowed in forested areas and cigarette butts should never be thrown on forest roadsides
  • Stubble burning, which also causes soil degradation, especially in agricultural areas bordering forests, should be abandoned, those who burn or attempt to burn should be warned and reported to the competent authorities
  • Pruning and mowing residues from gardens and fields should not be burned
  • Flammable materials such as fireworks and wishing balloons should not be used in weddings and similar organizations held near forest areas
  • Vehicles should not be parked in areas close to forest borders, where there is dry grass
  • In energy transmission lines, any behavior that may damage the lines and cause fire should be avoided
  • In cases where there is a risk of fire, the Emergency Hotline 112 or Forest Fire Hotline 177 should be called immediately.

Measures to be Taken by Authorities

  • Entry to forests should be banned during periods of high fire risk and the number of inspections and inspection teams in forests should be increased during these periods
  • It must be ensured that cable separator clamps are available on power transmission lines in areas with high fire risk
  • The number of air and land vehicles and teams within the General Directorate of Forestry responding to fires should be increased
  • New specialized fire personnel should be trained and excluded from rotation 
  • Joint fire drills should be conducted in cooperation with AFAD, OGM and Fire Brigade outside the fire season to review implementation deficiencies
  • In fire-prone areas and especially in forests with young trees, forest maintenance should be carried out without interruption
  • Organic matter reduction and pruning should be carried out in 100-150 meter strips on roadsides in areas with high fire risk
  • Dead and sapling cover should be cleaned in 30-50 meter wide lanes on forest roads
  • New recreational areas should be identified to meet the needs of citizens in areas sensitive to fire and where forests are dense, and citizens should be allowed to use these areas free of charge
  • Where forests border agricultural and residential areas, buffer zones 50-100 meters wide should be created with hard-leaved tree species at wide intervals and flammable material reduction works should be carried out in these areas.
  • The number of water collection pits and pools, which constitute an important part of the fight against forest fires, should be increased
  • Afforestation should not be carried out in natural forest clearings
  • Fire evacuation plans should be prepared for planned evacuation in case of fire
  • Fire training should be provided in villages within forests and these villages should be prioritized in the recruitment of forest workers
  • In permits to be granted under Article 17 of the Forestry Law No. 6831, a forest fire risk assessment should be made and measures should be taken against forest fires in permitted areas
  • Identify areas where there is a danger and risk of forest fires breaking out from agricultural areas, place emergency first response teams near these areas and create fire pools near these areas

Measures to be taken at the Policy Level

  • The necessary budget should be allocated to provide sufficient tools, equipment and personnel to fight against forest fires, and the need for local personnel in case of fire should be met 
  • Fire management plans that strengthen the cooperation of AFAD, General Directorate of Forestry, Municipalities, Universities, Military Units, Security Forces and Non-Governmental Organizations should be prepared and legislative arrangements should be made to ensure this
  • Considering climate change scenarios, "Major Forest Fires Action Plans" should be prepared and implemented against forest fires that may break out at more than one point in the same region and are difficult to fight 
  • Participation of NGOs in the provincial commission for fighting forest fires should be ensured 
  • The standards required for power transmission lines passing through forests and the distances between poles and conductors should be reviewed and safety limits should be redefined 
  • The scope of permits to be granted under Article 17 of the Forestry Law No. 6831 should be narrowed 
  • Considering climate change scenarios, measures should be taken to increase the resilience and adaptation of forest ecosystems 
  • Legislation should be enacted to strengthen the position of the fire chief

Measures to be Taken by Media and Institutions

MEDİA

  • During the fire season, warning information about the risk of fire should be given on all media channels along with the weather forecast
  • Information sharing and warnings about forest fires should be increased during the fire season 

ENERGY TRANSMISSION AND DISTRIBUTION COMPANIES  

  • The distance between poles in energy transmission lines passing through forests should be made in accordance with the determined standards
  • Locations of transformers should be assessed in terms of forest fire risk, risky ones should be relocated, and extinguishing equipment should be kept near existing ones
  • Line and transformer maintenance should be performed regularly
  • Regular cleaning should be carried out so that there is no flammable material at least 30 meters in diameter around the transformers
  • In areas with high fire risk, energy transmission lines should be undergrounded within a program In areas with high fire risk, the amount of organic matter under energy transmission lines that have not yet been undergrounded should be periodically reduced, and trees that are likely to touch the wires should be pruned
  • Poles and conductors in places where birds are dense in energy transmission lines should be insulated with bird-proofing or special plastic sheaths, and in areas where storks are dense, structures should be created on the pole at least 1 meter above the conductor to allow storks to nest.

  • Mosques should provide information and warnings to prevent forest fires
